I added coordinates for loading a part of a world, and coordinates for uploading the part to some position in the world.
I added Replace > BlockID. Which will replace any block/background with a block/background.

My X and Y values are always the same (0, 0), no matter where I click/hover/drag the mouse. Bug or not implemented yet?

Seems cool, but not really user-friendly. Could you make the select tool work with those features?

Here you could add block previews and possibility to find/sort blocks by entering the category name.

Also the create button gets hidden if you uncheck coords option.

How do you mean I should do with selection tool?

Create button shouldn't gets hidden anymore. I don't know where I should add find/sort?

For loading, user could select an area in appropriately sized world (new, same or any other) and click a toolbar button, which will then upload the blocks to relative location.
For uploading, user selects an area to upload and clicks a toolbar button.

Make new buttons for both so it's easy to differ between full and selective loading.

I was thinking of something like this. Maybe it's a bit complicated but it's easier than remembering/searching IDs manually.

Ok. Updated the tool again.

Fixed so you can upload special blocks over already existing special blocks.
Fixed the coordinates, to work correct.
Fixed difference checking code, didn't work so good.
Fixed when selection tool is selected, and you load a world. It will add the blocks from it.
Fixed so it's possible to upload and download sign.

Maybe I have missed something. But that's all I can remember.

Now possible to toggle between these.

Changelog:

    Fixed so importing text doesn't use the whole level width. Just the text width.
    Fixed so it's possible to draw on border without filling the whole world.
    Fixed so it's possible to fill on backgrounds.
    Fixed so it's possible to fill with empty block on backgrounds and foregrounds. (If background exists, it will delete that first) Will maybe fix this later.
    Fixed uploading coordinates to not upload over the width or height of the world.
    Fixed the design of the tool, thanks to Robotkoer.
    Fixed so the blockbar is showing up correct.
    Fixed so all the blockbars hides when activated.
    Fixed so blocks with rotation doesn't change when drawing.
    Added background and foreground images to the block-id replacer.
    Added about form. Showing a bit more about the tool.
    Added new blocks.
    Added an option to clear new blocks with empty brick. Or show the newest blocks with colored dots.
    Added an option to not draw over existing foregrounds or backgrounds. Look in settings for that.
    Added a box that is following the cursor, to show where you are going to draw.
    Removed import image. I need to see how I can fix so it works.
