... Could I still get .NET Framework 4.5 in a 32 bit laptop?

I am wondering about this because I think that is that problem of me not able to use EEArtist or Projectile bot

Yes, 32 bit isn't outdated yet

32-bit processors are, indeed, outdated and obsolete. However, support for them hasn't stopped (sadly).
