Well as the bug was unconfirmed to be fixed - I had to report it, of course I will just set the bg again.

I think I know how to do it but it is hard to explain

Join your world - set bgcolor - leave world - join someone else world - ask admin to change bgcolor on that he want - leave world - join your world and you have this bug

Don't really know is it working correctly
