For some time I tried to remake some of the mario kart levels, without bots, but I didn't have the motivation to actually finish it

What he probably means: release = public bot people can download
promotional ad = "Look! I made this bot and it works like this tadadada"

Now since I can't find any download I guess it's more a promotional ad (nothing wrong with that).

[Tool] - Topic contains some type of software for other people to download and use in their development process.

There aren't really any official guidelines, just suggestions, meaning that many tags can easily be confusing.

Last time I read (or I just read wrong) they weren't really official o3o

Anyways, Both [RELEASE] and [BAL] are appropriate tags, no real need to move it, though since he can get way more publicity there I would recommend it, since he won't really discuss the code here.
