Could it be possible to add a rule that forbid having .gif signatures with .gif being more than 1mb ?
It's really annoying to lose time loading peoples signatures when you just want to read the forums.
If people want to share gifs, let them have a gif thread about the gifs they like without forcing everybody to load them everytime they want to discuss on a topic.

EDIT : I'm being nice, I'd have forbid sigs with pictures bigger than 512kb.

Seems fairly possible. Seems like a better option might be to add an option in your profile to disable display of signatures with animated images to go along with the option to disable the display of images in signatures. Or you could just use that.

or make some fancy javascript trip that detects images in signatures and detects file size...

It'd probably be easier to ask the parser to conditionally hide images based on extension and a profile value.

I don't mind small GIF images, but the large ones are annoying. If possible it would be nice to exclude them by size.

That'd be more difficult. The parser would either have to download all user submitted images on the page to check for size and cache them somehow. Plus if the size of the image changes it could cause issues. Unless you can think up a better way of doing this I'd probably just end up optionally blocking by extension and converting those to links.
Alternatively, people with bandwidth issues could give superuser.com/questions/682587/how-to-stop-chrome-firefox-downloading-a-gif some of these options a try.
