Guest/non-chats are mutable, though they can't talk anyway.
edit: you schould be able to mute nonchats when they re your friends anyway,
and on a second note it is not possible to sen pm's to nonchat ppl even fi they are your friend.

Wow, I had trouble reading this for some reason.
English edit: Ability to /mute friends without chatting rights + Ability to private message muted friends
That would help both me and Era in certain situations, along with friends on our friends lists.
