The bots that are currently out there are rather easy to make.
A shift-bot on the other hand get's a bit harder and most of all more complex.
This is the reason why nobody will make a public shiftbot.
There is a small chance people will make you a shiftbot out of nowhere for private use either.

We've already discussed the shortcomings of a short-order shift bot. Besides the inevitable glitches that would require extended developing, the level material is just hard to come by.
Sorry, but if you're looking for a free bot, you're probably not that good at making quality EE levels anyway. (Prove me wrong with data, thanks)
We've already said it: People don't play levels because they shift. They play for the good minis. No one makes good minis for a shift bot. Therefore, a free shift bot is pointless.
... addendum: If a shift bot really did get popular, and the levels with it, they'd soon become unpopular because of the trite repetition. "oh look, that level I've already played 50 times. whee!"
