Game Lag on mouse over

I have recently found out that the lag of the game dramatically increseas if my cursor is on the game vs anywhere else.
I can't think of a reason why that should be the case.
This might just be because my PC sucks ****. (winXP pentiumIV gts240)
or because my PC can't handle dualscreen (probably also the case).
IF however this is fixable it would definitely be appreciated.
Apologies if this is old news I do not frequent the forums as much.

I always get it. I don't think this is a bug, is just our computer or network. I got this yerstarday :/

well I would but first it is lag wich would need a video and second screenshots do not record the cursor.

I am running Everybody edits on Friefox 40 beta 5 and flash 18.0.0.232 in protected flash mode.
I will try to recreate the bug tommorow to check what led to it. I think it might have been an accidental resizeing on my part.

I realized some random lag spikes but I didn't know it was this. After testing, I figured out it was this.

Cannot reproduce bug. bug occured on campaign mode.
I did right click the game and played around on the settings and stuff and resized the window.
Nothing of the above has produced the bug this time though.
