I think he means he wants a new sub forum where all reports will be posted, and get rid of the report command.
If that is what he means, I don't think it's a good idea to publicize reports because of witch hunts.

There's a report command which staff easily use to deal with reports anyways, whether they're fake or not. Reports on the forum aren't helpful, even if they're neatly categorised.
It's an idea not without merit. Town of Salem does something similar, although I guess the key difference here is that you choose a new name at the beginning of each game so you're practically anonymous. I think it would allow people to expand on reports -- give context, add (possibly faked) images, etc. But rgl32 is right that it may also cause a bit of witch hunting in extreme circumstances. Honestly, I'm not too sure that would happen. If there's a report forum then a mod/admin could post and say they took care of it so people would at least know reports are being taken care of.
