I rarely see this actually. I don't see anyone mention having fun whilst making a level and that's really the most important thing

ya see here, ee peeps are too focused on their "minigams" and "artscraftery" and "dezign" when they should actually be focused on the enjoyment of the level
now, as i scroll through the level list, the majority of levels are WIPs with some art in the corner or forced minis conjured by some wannabe popular user
strange as it seems, the only user that actually focuses on fun is ipwner
every single level in his profile catches my attention
and no, i'm not saying you should be like ipwner
if you did you would lose all your friends and become obsessed with cats

1: Concept
Concept should come first. If you have a very good idea that hasn't been seen before, go for it. Examples of concepts include megaman dash, click click wood (at least i tried to make it conceptual, but idk), EX odyssey, etc etc.
2: Gameplay
Plenty of good guides on this subforum, but personally, when I make minis, I focus on these things
A) Flow. Is the mini one movement, and does that movement just feel... Right?
B) Difficulty. If the mini is pixel perfect to create articifial difficulty, don't use it. Side note with difficulty, when making levels, if you notice you have one mini that's super hard, and the others after are much easier, you probably should remove it. Good difficulty curves are pretty important.
C) Concept. If you've seen a very similar version of the mini, don't make it. If you've seen it in 200 lava minigames, don't make it. EX pro forgotten veil has some pretty nice conceptual minis, especially 2, 4, 7, 8, 10, 11, 12, almost all of them come to think of it.
3: Art
Unless your map is only for art purposes, you need to focus on ingame art too. Make sure the player can never even see: checkered BG, carnival striped BGs, really anything that isn't nice to look at. You can be the judge of that
I don't know if that helps, but those are what I focus on when trying to make good levels.
And @pingo, at least for me, I don't care about having fun making it. I get much much more enjoyment when I see people playing it and them having fun with it.

While I'm making my worlds, people come in, play for about 30 seconds, then leave ;-;
I personally feel like my levels are fun tho. (By levels I mean only one level)

When you're making it, you need to be thinking to yourself "this is going to be so awesome". If you don't feel that way, why would anybody else? If you look at what you've made and you don't feel it, take a step back and figure out what its missing or if its even worth continuing.
