I've been thinking about making my own designs for smiley but I have one thing.
I know that most smileys are 16x16 but others have extra bits on them and this confuses me.
What is the maximum size for a smiley?

The smiley's hitbox is indeed 16x16, but i believe you can have them on any size you want.

I don't think it's anything you want because then you'd have people that behave like Sam777 showing off their 'amazing smileys' and they have a resolution of 535x92 or something insane like that.

The height can extend up some pixels (I believe 25 or 32 pixels is max) but it cannot be any wider than 16.

Can confirm, all smilies are 16x26 and the main smiley bit has to be centered vertically. If you look at all the forum smilies, they're all 16x26, too.

Yeah. Since they're all together in one line, I think the process for getting smileys to render is taking SmileyID*16 to get the left border, + 16 for the width, and the height is just the entire image, since transparency.
No idea what you said, but it's done with bitmap locations.
