remove the 20 woots limit

nobody actually wootspams anymore so this is useless

How do you know there are wootspammers if people are limited to 20 a day.

Not easily possible due to technical restraints with the way woots are stored. Fixing it would require overhauling the way we store woots entirely.

simple enough, sometimes he hits the limit when just casually agreeing with peoples' posts
if it's blatantly obvious that someone is wootspamming they can be banned

I'm guessing the like.php checks for internal woot count before allowing. Surely it's not left up to a cookie or something like that. Ha.

Also, +1 for retaining like.php href for those w/o js.

Alts are against the rules here, unlike on EE. If someone is found using an alt then the alt gets permabanned and the main gets warned.
