Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

I want to know when a post is already reported, so I don't multi-report it. What about having some sort of warning telling a post was already reported?
This is a false statement.

If multi-reporting is a problem or is annoying for moderators, then yeah this would be good.

If 1 person reports a post it can mean it actually is spam/offensive/..., or it's just trolling. But if multiple people report the post, then it's definitely spam/offensive/...
I think it's ok just the way it is.

I think it would be better if, "You have already reported this post." From what I see in moderators comments the problem seems to be more that, people think if they report the same post 5 times in a row the problem will be solved faster.

pretty much this. one report, it's worth looking at, two reports means that multiple people think something is wrong and it's probably worth a warning. for example, if there's a spambot and it's been reported five times, i am fairly sure it is actually a spambot and not some misguided soul.

i'm not sure we've had this problem recently and to be honest i don't think it's worth the trouble.
