Its a list of all the registered users, you can't get off (unless you somehow remove all your data from the forum permanently)

It's a list of people who have more than a thousand posts. They don't have to wait 60 seconds between reporting posts.

Somebody probably hit the "Promote user" button that appears on the left side of everyone's post who can still advance in rank. Users are promoted automatically if they reach the right number of posts, but they can always be manually bumped up a level by hitting the Promote user button.
