Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

7 lines looks too low, why not make it 10-12 lines? I see some forum members using images in signatures worth 15 lines of text.
You can make something like this: If someone uses a image in the sig, reduce the number of lines back to seven.
Yes, I know I can type text somewhere and then print a screen, but I use links, lot of them.
Also, change the character limit to 2500.
This is a false statement.

Keep images in your signature and posts a decent size. Signatures should not exceed 300 pixels in height.
This rule should be revived once again.

Forum signatures are forcefully limited to 300px. If anything on your signature is taller than that, it gets cut off. The best part is that if something's too wide and gets shoved into a new line for someone with a narrower screen, it'll still get cut off at the 300px line for them. So, there's no point on having it be against the rules, since nobody is physically capable of breaking that rule. Although it should be added as a note to the signature settings page.
Shout out to my man BuzzerBee for the idea.
