Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

I don't think it's an issue. Most people that double post either
a) forgot something, and want to add it
-> they are warned about double posting, and are directed to edit their post
b) are making a new topic, and want a second post for more space
-> they are likely to be aware of the rules, and are doing it intentionally
The only concern I can think of is gravedigging - what if someone replies to a post without realising how old it is

This is why we need to encourage, and maybe even require, users to tag their posts.
This is really important because the categories are not enough to organize ~500, 000 posts any more, and it makes finding relevant content difficult without required tags.
It is an inconvenience to try to find something because the search cannot be narrowed down any further than sub-forums, and an educated guess of a part of the post verbatim.
