Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

Things such as spikes, portals, signs, etc. There should be a way to check how much you have left to use in the world.
Mainly would be used to plan and see how much you have left with how far in a level you are making and see if you'd have to buy more or improvise things. Plus, it'd be a lot better than just making a line with the item every time you think you'll run out especially if you tend to plan ahead.

What about a "Left: X" in the items that opens a box?
This is a false statement.

That's what I was thinking, it seems like the best spot for it. Possibly add that hover for the hotbar on the bottom also, but that's more just a convenience thing.

Great worlds, and tons of them.
On Topic: The limited item count is a good idea, and should be shown along with the block's id number when you hover over that block.

I don't think it's necessary but I can see how it might be helpful. Maybe there could be a tiny number to the bottom right of those blocks in the block menu, similar to the numbers that indicate the key you're supposed to press on the quick bar, except these would indicate how many you have remaining.

It would greatly help when you want to work on a bigger project but know you have very limited resources to do some things. If you know how much you have left of something, you can coordinate which items to buy next without having to take away a few spikes/portals/etc. from other areas while you test certain spots. If you can easily tell what you are running low on, you can decide how you want to plan the next area, or know whatever you need to make it work. It would make things run much smoother than abruptly stopping, or quickly changing your mind about a spot, because you run out of something that you already had a plan to do and want to do it now. And yes I know you could just plan out how you want it to be before doing things, but sometimes changes need to be made and it's better to see those before you get everything done, would cause less hassle.
I do like your idea of showing how much is left by a small number, seems much simpler than using hover, but I think it should be somewhere besides bottom right because if you use it on the quickbar, it could overlap with that number, possibly top right might work?
