Don't use them ,
in germany (for example) almost all ip's are dynamic so banning someone there would lead to him /her beeing able to evade the ban easily and a new person to be banned the next day.
You could use range bans for those , but that woudl lock out alot of legit players too.

Sorry, I misread your post.
There's not really much you can do in that case.
Chances of another EE player, being banned, in Germany taking over your exact IP are pretty much negligible.

If you ban a hacker by ip the ban isnt active the next day (atleast for him)
if you ban his new ip you start to accumalte banned ip's and chances are that players from that range might be unable to play for that reason ( lets say 1/31 chance of getting one of the banned ip's would render you unable to play sometimes , not everytime though still pretty annoying)

with 1/31 i ment that you havve a specific range of ip's within the hacker operates, and lets say there's some more ee players in that range , thne beeing in that range woudl have that range. not whole germany.
No i didnt assume perms, though time & perms have the exact same problem , bannign someoen for 2 months then blocks theip for 2 moths and whoever is using it , not the actual client you wanted to ban.
