Why would anyone do that?

If someone has edit permissions in a level, it is either a free code world or he is a helper in a level. Either way, you need/want effect blocks for yourself.

You may want to provide some good arguments for something like that.
We want effect blocks to be used a lot, and you can't make minis with them if you need to ask the world owner to place blocks for you all the time, so I see no reason to make them owner exclusive.
