[Help] Room Data deserialization

First off:
I know there are libraries and such out there that already do it for me, but I just want to make it myself, though can't figure out how to get started.

I know the following:

Now mainly my question is: How to get the worldData from the init event converted into the int/byte array listed there and how to convert the x and y bytes into integers?

Oh, and why do I always see people use unsigned integers?

A link referring to all exceptional blocks with in which order they display what extra information would be appreciated too (Capasha's website only displays rotation).

Here you have an example how to do it, it's not updated and need special blocks and some init updates since version 191.
You can also choose to read the worlddata through the database, easier and not much updating when they change init. But the database read only saved worlds.
