Actually, its not the brightness. That definitely can have SOME affect on it, This is the most concise and definitive explanation I've seen.

Basically, the reason we are seeing different colors is because of the ambiguity of the background. Since we are so close to the dress, our brains have to fill in the background. Those of us who see the background as an outdoor/blue setting see the dress as white and gold. Those who assume it is in a store with yellowish, artificial lighting, see it as black and blue. Its called color constancy.

Guys, the correct answer is this: The dress is black with dark blue lines.

Some people (like me) see it golden and light blue or white, other people see it dark blue and black.

I don´t know how to explain it in english, but it happens because our eyes send a wrong image to our brains.

The dress is black with dark blue, but the image itself (due to lighting+camera+whatever else) is grey-orange-brown (varying throughout) and pale-ish blue, which can easily be confirmed with a computer. Seeing white/gold or dark blue/black are both your mind changing it, just one happens to be in a way that corrects the bad picture.
