Basically, these are signs that look smilies.
When you select the NPCs, you get to choose what smiley to assign to them. You can choose from any of the smilies you own. Then you type in the text. When you walk in front of the NPCs, the text box will be white with black letters, similar to how it looks when players talk, as opposed to the white on black of traditional signs.
There are plenty of worlds already that use signs as if they were characters. This would help with those worlds and could add a little life to cities. Even on a quest, instead of being given hints by a lifeless sign, you could be advised fellow traveller.
In order to differentiate them from actual players, however, their smilies should either be grey-colored, or be square-shaped instead of round.

Great idea. To expand more on the quest concept, there should also be an invisible event trigger block that spawns a coin next to NPCs when you have completed a quest. Then you can simply look at your coin total to find out how many quests you have completed already, out of the total amount of quests. Perhaps you can also receive single blocks (or action tiles) as a reward from quests to be put in some sort of game inventory. If what you want the individual NPCs to say is too long to fit the caption box, create directional arrows to advance through the text or even set the event trigger block to switch to different dialogue once you completed one of the NPCs quests.

This is kinda more complicated and I somehow doubt that it would be added because of that, but I like the original idea anyway.

A good idea, but probably too complicated at the moment. At the moment, this can be done through a combination of switches and invisible portals. (In the past, coin doors were used, but that forces you to do the quests in a specific order. I expect that with the existence of numbered switches, a lot of people are going to be using them instead.)
The tiles... I don't know how that would work in game. While not exactly the same, you can use the switches for similar purposes (blocking off certain areas until a specific quest is completed).

I like the idea, but instead of using your unlocked smileys with a slightly different look, there could be a specific set for npc's of unique smileys representing jobs and/or roles, like how pokemon uses the same sprite for all bikers, scientists, etc. These unique smileys might be similar to some of the unlockable ones, but they are all notably different. It would also be nice if you could add a movement set/pattern/patrol so that the town would seem even more lively (the npc should stop moving when "interacting" with a player). And like players, the conversation should show up in the chat box, just preferably in a different color and only for the player(s) that are interacting with it. (Plus with a specific set for the npc's, they can still be round)

Anyways, you could aswell register new users if you want specific smileys, place them in a invisible solid block and a sign next to them.
You could simply make a bot that when ran placed/teleported your accounts in that place.

A smiley block and a sign does not look as nice as a real smiley that actually seems like it's speaking. Not only that, but it also does not give you a lot of choice in what you want your NPC to look like.

Yeah sure, just simply make a bot. Everyone can just simply make a bot every time they want a level with NPCs in it. That's just a really poor excuse for not adding something into the game, and I've heard it too many times. No, not everyone wants to use a bot for everything.
