It was more than likely made with a bot.  You can create custom URLS but the world doesn't have an owner.

World ids themselves can contain almost any character, but not every ID can be loaded by its url because of the server implementation (ASP.NET) that this goes through...

On the subject of weird urls, every link here causes a different error to be displayed.
