Inactive means 0 members and 0 posts a day.

You can't always expect 20+ people on at every given second during the day.   10 posts per hour is quite a lot.   That's a post per 6 minutes on average.

To be honest, this topic is pointless, no offense, but I was the one that actually brought back that one week in April 2012 where no one was on, it was like 3 at most one day, then I posted 100 posts that one week. And everyone came back. (And not when it was Spring Break)
And that picture is nothing...

Edit:This isn't even close to rare, more like "this happens everyday"

Depends on the time. Mid day on a monday wont be many people, for example. People will be in work/school.

Yes, but most if the forum is either American or British. When British people are working/at school its early in America. When its Americans working people will be starting to go to bed/not on the computer/make worlds or play minecraft or something.
