No it isn't. It's a markup (formatting) language. That's even what the name stands for, Hyper Text Markup Language. It just tells the browser how to display content to the user, similar to the BBCode you can use on this forum to format your text.

and you don't have to put center tags around every small thing. Just put one center at the beginning and one /center at the end, and everything in between will be centered.

i can make minecraft mods... thats mostly coding but i can program games 2 soo maybe begginer programmer and advanced coder 0.0 (that had nothing to do with it)

I made a simple autobuilder, not anything huge, and a bot in EEChat. Under beta testing.

"Programming skill" is so esoteric and you aren't using any metrics to delegate the users in to their ranks outside of you're own subjective reasoning. I think that anything like this is pointless if it's managed by a single person, and if no examples of a users' products are displayed.

I know HTML, PHP, Fair C#, and I'm currently taking a VB.NET Class, lets see if I can make a bot, VB.NET style. I haven't really bothered checking yet, but since they're both based on the .NET framework, it should be possible.
Also, since this can only be managed by 1 person, how about a simple PHP page that allows votes for a certain programming rank. Look out world, here I come to the programming gang, .

By the way: I'm making my own bot from scrach, and I dumped the GBot/EEArtist base. I even made my own interface unlike gustav9797 just adding on, so far, my bot is a lot cleaner and neater. Also, realizing the ton of un-labeled code (ex. textbox7) it is just a pain in the freaking butt to know what goes where, rather, I did like "codebox" or "kickbutton", etc. So just a little note to gustav, keep it neater. :rolleyes:

Batch is a way to control DOS, I know it to. Lets classify it as a nub programming language.

I know C#, HTML, some basic and bits and peices of other languages

fer22f and me learned how to make our first bots together, so where kinda at the same level, ive learned alot since I left ee though.

EDIT: Yes its true, Html is not a programming language, its a markup language
