Can someone animate for me?

I would like the following image animated:

I don't care how it's animated, as long as the above image is used in at least one frame.

EDIT (Thanks to smart-aleck A-Pudding): It must have at least 20 frames.

Not even sure if it's possible, but +rep to all who can animate it in a way that satisfies me.
