STOP WHINING LIKE A 3 YEAR OLD. Gosh, you tiny kids need to grow up. You kids are tons of fun outside the internet, why are you so annoying here? Go to HERE and download the latest version of gimp, install it, and play around with it. Go take a picture of your mom and go through everything you can do to it. Go to google and search:
GIMP Tutorials

Then start learning.

You can download Paint.NET or GIMP, or get a trial of Photoshop. I've found Photoshop to be the best although it costs money. Paint.NET is really good for pixel art while GIMP is better for things such as making logos or simple graphic designs. I use Paint.NET and Photoshop right now... here are the links to the official websites:
