21 is Grover from the Percy Jackson series of books, in Satyr form, I believe. That's not the movie version.

Ignoring the hat and shirt, at least. My guess is that the scarf is supposed to be his "beard".

On a completely unrelated note, what program were these made in?

They weren't made in a program. I'm on an avatar site similar to Gaia, and each year they hold a contest where the NPC's change their outfits as characters from different things. Everyone has an avatar using the same base, but hair/skin color/etc can be changed. Perhaps you should join.

And 21 is definitely Mr. Tumnus from the Chronicles of Narnia. X

Neither have I, I thought it was Grover at first as well, but I looked up satyrs and... that's what I found.

25's hairstyle looks like the woman's in TRON: Legacy, though it most likely isn't her because of her clothes.

Me thinks 2 looks like the trope picture from one of TV Tropes' pages (Not picturing it because it's kind of inappropriate) mixed with Angelina Jolie's character in Sky Captain and the World of Tomorrow. (The outfit and hair appear to be taken from the picture while the color of the outfit and eyepatch might be taken from Sky Captain.)

Nope, turns out it was Lillith from Borderlands.
The funny part is, the person who figured it out had a borderlands poster behind them the entire time. 80 pages of trying to figure out #10.
