You need to go to a forum hosting site and get one there. Also, there's no point making a crew forum unless there are lots of members.

If you really want to make one maybe just make a website. I made one and included a forum look in the sig and go to the forum page.

Use forumify for a simple crew forum.

If your instrested in a professional forum I would recomend getting an site and use PhpBB by uploading it via FTP
