It's just some useless music with stupid and meaningless lyrics in its original version, but that's what makes a song stuck in someone's head.
I'm pretty sure it's famous in other countries because people don't know the lyrics...

Well-I never actually come across to something like song sticking in your head before. Or maybe it's just that I misunderstood.

I don't really see how it's bad or annoying though. It sounds like completely neutral to me. >_>
