Yes if you have Pokemon silver, gold, soul silver or heart gold you can walk with your Pokemon. These games are all 2nd generation games. If you don't have them I suggest you get them because they are one of my favorite Pokemon games. 
And if you walk with them you can even tell there mood.

Gold and silver? AFAIK only HeartGold, SoulSiver, and Yellow allow that. And in yellow it's only pikachu.

Dang I guess you can't because my friend told my you could. Well you can walk with some pokemon in diamond, pearl and platinum at Amity square in hearthome city. I am sorry I got confused. P.S. You should really get either Pokemon soul silver or heart gold they are awesome.

In Pokemon yellow your picachu will follow you. In HeartGold and SoulSilver any pokemon can follow you (I think)

You should find bill when you enter one of the Pokemon centers later in the game.

In Yellow, only your starter Pikachu can walk with you.
In Diamond, Pearl, and Platinum, certain Pokemon can walk with you in Amnity Square.
In Heartgold and Soulsilver, every single Pokemon can walk with you.
Bill is in his parent's house, I believe. Which is in Goldenrod.
