That's a question Different could explain better than me. In short, it masks your real IP address. They can be use for forum raiding so as not to get the forum raider's real IP banned. That's why they're banned from the forum.

Ok, it's a computer you connect to and it does the internet surfing instead of you. It's like..... Instead of going and printing a document, you have someone else do it for you. The someone else is a proxy. So if anyone tries to trace you, (like tries to watch you go print the document) they end up tracing (watching) the proxy guy instead. So... it's like... Computer A says to Computer B "Hey, can you go get that internet page?" B says "Sure, brb" Then it goes and gets the internet page, and takes it to Computer A. "Here you go" "Hey, man, thx." "No problem" And I'm really bad at explaining things, aren't I?
And yes, it could. But I've been only banning the IP, not the name, so he just changes IPs and comes back. But if I banned the name, then he could make a new account.

No, that makes sense. I like the casual conversation the two computers have. Adds an element of realism.
EDIT: and he's back. With another proxy. Temp ban him if he's going to keep using proxies. This is his third one after all.
