Eyebrows

Are eyebrows facial hair?

Because they're hair that's on your face, but I wouldn't put them in the same group as beards, mustaches and sideburns.

What do you guys think?

I say that eyebrows are technically facial hair, but they are not considered facial hair (if that makes sense at all)
