From what I understand, phpBB uses BBCode, PHP and CSS., which is scripting. The pretext being uncompilable... but it's very uncommon, for something like EE bots.
People don't really need to know a lot to make a bot, everybody uses the same API, and there's tutorials and examples scattered around.

If you really want to make a bot, the right way, you need to be able to communicate with the server. You will need to hook into player.io with .NET (C#,C++,VB, etc). Javascript is pretty cool, but you will need HTML knowledge with it, and it won't really help make a bot at all. phpBB... Well.. It's not even a language... It is a forum software written in php.
