You might have subscribed to the newsletter before the mods made chat free with the postman smiley. Try re-subscribing to the newsletter.
Otherwise just use a different email. Any email works fine with the newsletter (does not have to be the one used for your EE account) although do check that you can access the email first.
One way of seeing if you have chat is to see if you can see what other players are chatting.

Another way is to see if your username is solid white in the name-list. Non-chatters have grey usernames.
