Perhaps this rule is implied, but I see no downside in adding "Please write public messages only in English" to the rules.
I disagree. I feel like you can add a "preference" for English only, but Ive seen so many people here who don't speak English it would be cruel to warn players simply for not speaking a language, especially considering the average EE player age

I would like to see a guideline where: if a thread is started in English, please don't reply in non-English for no apparent reason.

1)You understand English and are writing in another language just to show off, in which case it's spam because it contributes nothing to the conversation for those who don't speak that particular language. Let's say you start a thread suggesting that EE should have a feature where our smiley graphics spin like wheels as we move. You receive this reply:

I can kind-of-sort-of read Japanese, so this grammatically-correct-but-awkward-to-native-Japanese-speakers reply is of cursory interest to me. If you don't speak Japanese, this is essentially spam.

2) You don't understand English, in which case you shouldn't be replying to the thread. Reading English and writing English aren't the same skill, but I would much prefer a broken English reply--where I can get the gist of what you're saying--than a fluent response that I can't use.

I don't speak Spanish, but It appears you're instructing me to use Google translator. You are suggesting that everyone should open a new tab and copy-paste your whole message, hoping that the translation software catches all of your idioms and grammar rule excptions in order to build a legible message. I propose the opposite: Google Translate your response into awkward English and paste it into the forum. This way, it's only one person who has to do the translation. That's more efficient.
If someone starts a non-English thread, and it is apparent that other users are participating in that thread and in that language, I wouldn't be so crass as to hijack the thread with an English reply. The burden is on me to cross the language barrier if I want to participate. I have no problem with that.

Make it a rule to post the thing in the language you want, and under there you have to put it translated in English? (May be with translator) Or just in English

There is a sort of unenforced rule here that English threads must stay all English, and the like for every other languages. Well, maybe in my head this rule exists.
I suggest adding a 'Guidelines' section to the Rules page. This way we can keep things like this and other general guidelines all in one place.
Plenty of times have I seen people ask what the maximum height is for signatures and, by adding a section specifically for guidelines, you can just tell them to check that section rather than having to search for which exact damn rule they're requesting. It could also contain general information that wouldn't be classed as rules.
EDIT: Rules {1C?}, 2D, the second half of 3E and 3G could all be considered as guidelines.
