Needs new rules
Some rules are needed like:
-Dont ask for - rep or + rep.
-Dont ask to be banned.

You're allowed to ask for rep.
I can't see why someone would ask to be banned, but if someone does ask, why stop them?

Both rules are not needed. Besides,if someone asks for a +rep,we either don't give it to him are give him a -rep. The second one doesn't make sense at all. Why would anyone ask to be banned? Just not needed.
