How about new users can't make their own topic, outside of one topic in the introductions sections. Then, if they decide to raid other peoples topics, we could make it so that if something is reported by enough people, all of those persons posts are "hidden" until a mod can look it over. (It wouldn't have to disappear, just something saying that if you want to view that post, to beware, because it has been flagged for inappropriate content)

I don't think you guys understand the amount of code that would be required to do such a thing. I'm no expert, so it could be very little, but you never know. If you're willing to actually code such a system, I'm sure Ruri or Cyclone would be happy to implement it.
I hate tall signatures.

I don't think you guys understand the amount of code that would be required to do such a thing. I'm no expert, so it could be very little, but you never know. If you're willing to actually code such a system, I'm sure Ruri or Cyclone would be happy to implement it.
Just make JEC a Global mod. He shows a lot of activity, has common sense, etc. C'mon, how long do the admins want to delay it, I mean, sooner or later he'll be a mod... (and I know he wants it 
)
