Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

when someone gets banned, the ban can be debatable sometimes. if a mod bans someone but thinks he might be wrong, he could put the user on probation. probation could be a restriction on someones posting prividgles. they could have a longer wait time between posts, not be able to make posts unless a mod is on, or not be allowed to post in certian sections. thoughts?

I guess its a good idea...
But how would it be added?

the admins can make new categories besides user, mod, and admin. each of those groups can have prividgles edited.

But only admins can change the usergroups of users. Mods can't put people on probation.

Sounds like more work.
Or just behave, don't get yourself into trouble. Stop acting like you have rights, if they want to ban you I'm sure they had a good reason for it.

Just something I found funny with your comment. Of course, the admins wouldn't elect a mod that would do such a thing.
