It's not against the rules if the post is relevant. And if it's not relevant, it's spam, so there's no need to report anything for gravedigging unless it's spam or the topic has expired.

Perfect example in this thread. Let's say Different started this topic one month ago and now somebody posted in it.

A lot of people have tried making topics which condense all the important stuff, but a couple weeks later they're completely forgotten about. Go dig one up and slap a sticky on it!
