i get in trouble for -repping every time i disagree with someone or something, but that was not ok
i get in trouble for -repping for revenge (i never actually did this, but others did) and that was not ok
the only things i don't get in trouble for is -repping spambots, people that every disagrees with *coughpersonacough*, and -repping rulebreakers.

What about a blacklist? If you add someone in your blacklist, you cannot rep him, him cannot rep you, all his posts is hidden for you and your posts is hidden for him.

A blacklist for posts would be counterproductive, as the user who's posts you're blacklisting may be contributing to the topic. Other people can reply to it, and you won't have a clue as to what's going on because you didn't see their post.
Otherwise, a rep blacklist is a good idea, as long as both users would have to agree to the blacklist for it to apply.

It's not fair to -rep for your own opinions. If you think everybody will not enjoy someone's comment, then -rep that person. I haven't seen any "annoying or bad" these past 3 days. -Repping for small things like "I don't think your suggestion is good maybe it could be better" isn't the normal thing to do. If someone with 0 reputation wants to say his/her opinions, and you think it's not good, that doesn't mean you can -rep for no reason.
When you sent me a -rep for calling EE Crew "EE Crue" you said it was mean. Well I doubt ipwner felt sad, so those -reps are completely unnecessary.
