^nope. Rep isn't any sort of even half-decent way of judging character. There are plenty of good forum members with only ~20 reputation, and having it makes the new people just want lots and lots of rep and causes lots of unnecessary, unproductive drama when "HE -REPPED ME DIS MEENS WAR"

The way I see it, rep is for the owner to look at and evaluate, not for other people to judge by. I don't know about anyone else, but I never paid much attention to other people's rep, it was always my own that I cared about the most.

Basically, it's for babies who can't take any criticism. It will determine awesome people as effectively as the old system did, basically people who spam the rep game will be "awesome".

If there's only +, then the + loses meaning. There might as well be nothing. Having only + is the exact same as having only -. Without any contrast or comparison, everything loses meaning.

It can be renamed from reputation to likes.
Calling it likes doesn't fix the problem mentioned in my last post, and it doesn't fix the fact that keeping around a total of +rep or likes or whatever you feel like calling it will cause the new people to beg for it, which is irritating to everyone involved.

Assuming it is, my vote is B. If people wish to close their rep, they can, and if a rep war starts, mods can just close the quarry's reps for a certain time, and if it continues, the person loses the privilege to rep. Like a rep ban. And if the quarries are STILL butthurt, well... I'm not a mod and it's not my job to tell how to do their job. Leave it to them.

The one without + or - is basically just a comment system. There's no +rep or -rep, you just leave feedback on their posts for them to look over.

I had an idea to fix this for new members, instead of showing total rep, show "Rep this Month" or something similar, that will show the reputation earned in the last 30 days. This would give new members a chance to fit in with everyone else.
I'm not going to vote on a specific idea, but I don't think rep works on forums like these because of (No Offence), many members are still young and can get engaged in the whole "HE -REPPED ME DIS MEENS WAR" as you mentioned above.
