A new computer doesn't have a different IP address.   Your IP is your internet provider; as long as you are using the same internet you have the same IP.

He/she probably accidentally turned proxy on since turning a proxy speeds internet browsing a bit faster. I used a proxy before and didn't know that it could disrupt websites so I turned it off.

It isn't about being JaWapa. It has always been against the ToS to use proxies and/or disposable email addresses.
The only person that has been trying to do this so far, however, has been JaWapa.

Most proxies cannot help internet speeds and there shouldn't be any reason to use a proxy nor a fake email, which this user has been doing so far.

Not to mention, this user already has their original account from the old forums, which does not use a fake email address.

I would also, highly recommend not using a disposable email address because there is a heavily increased chance that, if you happen to post anything that seems like spam, automatic filters will pick it up on this forum, and as a consequence you might be banned from hundreds of thousands of different forums across the internet as a result through your IP address.
