Maybe it would look better better if the hat was outside of the circle, you know like the Big spender.
But apart from that, yeah looks good.

I think the idea is good. It just needs more shading. Like this maybe:
I was gonna try and edit the smiley more to show you a Mario smiley, but the 'M' can't be symmetrical, and it'll just look weird.
But, here's a Waluigi smiley instead.

The bright bg blocks are taken from the save block in Bowser's inside story, and you also have pipes, brick blocks, coins and blue coins. Plus, Nintendo basically will encourage people to copy. It gives them more popularity.

It doesn't remind me of Luigi that much.

Maybe if you put bigger eyes and a bigger nose.   And a bigger 'stache.   Also the hat looks like it fits snug onto the smiley's head, try poofing it out a bit.

Good job, it needs some improvements, but you're doing well. You could become pretty good at this.
