Basically what he means is to not rush into creating a level after little thought then realizing it's not in your best interest to create the level that you close to completed.

What about an art level with a theme like:

Skyscape
Landscape
Island
Forest

Only it's not a couple scattered sprites, its one big piece of art. Like EX Crew's levels.
