[EEO] Add hinting to /effect
Add some way to get the ID for each effect. Maybe /help could be given command names as an argument, and /help /effect shows all the effect IDs?
(Yes, someone has probably posted what the effect IDs are before, but it's best to bundle information with the program itself)
