Temporary Bans and Power Checks

EE should have temporary bans just like the forums. It gives you more flexibility in bans than just permaban and no ban.

Also, there should be some kind of system where if permaban is considered, it should be discussed and voted on by the mods so that the debate and trial comes before the punishment instead of the usual after.
