Broadcast/Notification

We need an action block that when touched, broadcasts a message with *WORLD: prefix in the chat. It is useful for knowing if someone joined and went somewhere.

Negative effects is that it may be spammed.

The sad thing is that our Russian suggestions are not implemented. There is only one Russian in the staff and the "only accepted"

and then i place the broadcast block and do this

possibly adding a cooldown for it?
the same way it was solved for spamming the trophy?
