Now that I've gone and banned half the forums,

maybe they do that topics not because they want to spam, but because they have a problem/want to talk about abusing problem (you know, mostly these topic are closed in few hours, so people can't talk about thier mod problem (unserious funny thing that had a lot of hype few days ago))
maybe just do oficial mod abuse topic until hype on that will end
that would make people not spam topics that much
just point that only in this topic you can talk about mod abusing
even if it's not serious, it's a way to make that problem solved without banning half of the forum
but it's really quite ontopic to do unserious official threed about mod abusing
still spam, but spam that is easier to controll, because mostly forum mods wouldn't have to look for simmilar topics (or look for people reports)
i know that that suggestion is quite too late, because hype is quite lower, but still

still Different said, that if his problem is so serious, he can open that topic if he'll decide to continue that topic (for example because he could get new arguments, or got in mind something important about that thread)

Noah fence but like why don't you just permaban people? I'm sure several of them are repeat offenders and it would make it much easier than letting them break the rules as soon as they're unbanned and having to deal with them again and again

Why would the community size matter? If people continuously break the rules no matter how many penalties they receive, they shouldn't be in the community. A smaller community with no trouble is arguably better than a larger one full of people who must constantly be supervised and have action taken against them because they don't respect the guidelines and can't be trusted. The former is far more welcoming than the latter.
