I'd say it's discouraged since people keep hounding you about it. Imo if you have a thread title but no content then you shouldn't post it at all

The subject is a form of message, if it can stand on its own then whatever. You really should add some meat to your actual post though.

Usually its not a question of whether you can do it, its a question of whether you should do it.

So far I'd say two of your 5-6 topics without any content were justified, but the others made them difficult to understand, or harmed your argument. If you dont make your case then you are only going to get the support of the people that already agree with you, but if you actually try to explain the benefits of your idea then you may change peoples mind, meaning you'll get more support and your ideas are more likely to get added or whatever.
